Nineteen of the Russian's twenty-one victories have been earned on hard courts
A revitalized Medvedev won his first trophy for over two years with success over Frenchman Moutet in the tournament title decider.
The Russian, a ex- top-ranked player, has experienced a torrid season, achieving just a single victory at the Grand Slams and suffering a difficult moment at the US Open.
The player's unpredictability on the ATP Tour - and difficulties with his service game in particular - caused him falling of the top ten and ultimately separating with long-time coach Gilles Cervara.
Currently collaborating with Thomas Johansson and his other coach, the tennis star has consistently advanced in the recent weeks - peaking in a hard-fought 7-5 4-6 6-3 win over opponent Moutet.
This marks the player's maiden championship following the Italian tournament and initial on a hardcourt from March of that year.
Victory also means Medvedev has achieved twenty-one championships at 21 various competitions.
"For the first time I have attended a event with my both daughters simultaneously, so to get a championship is really nice," said ranked player Daniil Medvedev.
"This title is in tribute of my second daughter my daughter, because the initial championship I got when my first daughter Alisa was delivered was for her."
The tennis star, the past champion, had been defeated in his last six title deciders, featuring in the German tournament in the past months.
The player's retrieving approach and regular emotional displays on court had led some to question if his ability to play at the top level was over.
But the player has implemented adjustments in the last few weeks, making an effort to approach the net and perform assertively, backed up by an better service.
He recovered from a disadvantage in the first set against the tricky Frenchman, winning 4 of the final five games to go ahead.
The pair traded breaks in the middle set before the challenger, striving for his initial professional victory, gained dominance to push for a final set.
He rescued four early-game chances in a close third set before Medvedev won the break to 15 to serve for the match.
Appropriately, he earned victory with a rally at the net area, with his opponent unable to handle a volley after over two and a half hours.
